Forum for Reflection on Patents and Technology Transfer in Health Care

On 14 October, the Fundación Salud 2000 and the Cátedra UPM-Clarke, Modet & Co., in collaboration with Merck and Clarke, Modet & Co. held at the Spanish Patent and Trademark Office (SPTO) the ‘Forum for Reflection on Patents and Technology Transfer in Health Care’. During the meeting, a working document was presented on the PATTE Project, giving the results of a survey among a group of experts who have been working on the project since October 2013. This document identifies the main barriers for the transfer of technology in hospitals and makes suggestions for resolving the problems detected.

The Forum also included three discussion panels on strategies to protect knowledge and technology transfer in different environments: the Units for Hospital Innovation and OTRIS, the industry and Administration (Ministry of Health, the Ministry for the Economy and Competitiveness (MINECO) and the Ministry for Industry, Energy and Tourism (MINETUR)). Each panel included specialists on technology transfer who made interesting contributions and answered the questions posed by the large audience.

70 specific measures
At the end of the Meeting, the book Bioética de las Patentes Relacionadas con la Salud by Javier Sánchez-Caro and Fernando Abellán, published by the Fundación Salud 2000, was presented. It aims to disseminate knowledge and create sound opinions on certain basic ethical aspects involved in this type of patent.

During the closing session, the Secretary General for Science, Technology and Innovation from the Ministry for the Economy and Competitiveness stated that the Government is working on 70 measures involving specific actions to improve technology transfer in the area of health care.
