In exchange for exclusive use rights granted by the State, the holder is obliged to describe his invention in such a way that an average expert in the field can reproduce it (by publishing the description, the State is able to increase its national technology heritage). The holder also has the duty to exploit the patent, either themselves or via a person authorised by them.
