Can a trademark be announced publicly before an application is submitted?

Although it is not necessary for the sign to be new (in the sense of non-existent) for it to be suitable for registration, it is advisable to register it before divulging it to prevent third parties from submitting an identical or similar application before you and to avoid infringing any third party rights that may be registered.
