Ibero-American Program on Industrial Property and Development Promotion (IBEPI)


The 21st Ibero-American Summit, held in Asunción (Paraguay) in 2011, concluded with the drafting of an Action Programme which contained a series of decisions. Specifically, as regards the area of Industrial Property, decision A.4 approved the implementation of the Ibero-American Program on Industrial Property and Development Promotion (IBEPI), which is part of the Ibero-American Space for Knowledge as its component in matters of Industrial Property.

This decision drew a close to a process opened at the Ibero-American Summit in Lisbon in 2009 and continued in the Mar del Plata Summit in 2010, when the Ibero-American General Secretariat (SEGIB) http://segib.org/ was requested to develop the Ibero-American Program.

This Program promotes the strategic use of Industrial Property as a tool for the development and integration of the Ibero-American States, promoting the exchange of good practices for the use of IP systems.

At the 22nd Ibero-American Summit held in Cádiz, Spain, in 2012 the Annual Operating Plan and the Regulations of the Ibero-American Program were approved.

On 2 October 2012, an Agreement was signed between INPI Argentina/Technical Secretariat of the IBEPI Program and the WIPO to create a Trust Fund for the Ibero-American Program via the WIPO (FIT/IB). The aim of this fund is to finance the program’s activities and projects.

In 2016 the Ibero-American Industrial Property Program (IBEPI) was renewed for a period of 3 years. The IBEPI has the following objectives:

1. Reinforce the capacity to generate and manage industrial property assets in the research and business sectors, with particular emphasis on SMEs.

2. Promote the exchange of best practices.

3. Reduce asymmetries between the countries of the region in terms of institutionalism and capacity to generate Industrial Property assets

4. Reinforce the role of Spanish and Portuguese as technological languages.

Two elements can be highlighted from the International Program:

    • CIBEPYME www.cibepyme.com: support platform for SMEs through which information, services and assistance is offered free of charge in matters relating to Industrial Property (IP).
      Its main objective is to promote the effective management of intangible assets by SMEs and encourage better use of registration systems.
    • INFOTEC: tool that includes the Ibero-American Information Technology bulletins. These bulletins are free publications that allow the recovery and processing of technical, legal and commercial information extracted from different sources of information, mainly from the Invention Patent documents contained in the different databases of the Ibero-American countries: http://www.ibepi.org/boletines/ In addition, INFOTEC offers the possibility to consult the technological bulletins of each one of the countries participating in the Ibero-American program at: http://www.ibepi.org/infotec-2/

The countries currently participating in the program include: Argentina, Brazil, Colombia, Costa Rica, Ecuador, El Salvador, Spain, Guatemala, Mexico, Paraguay, Peru, Portugal, Dominican Republic and Uruguay.

All Ibero-American countries are eligible to join the program.
