A new alga having an improved ability to produce a pigment is disclosed. When the new alga is used, a carotenoid-based pigment, specifically, a xanthophyll can be produced by consuming less energy, so that it is possible to efficiently produce the pigment at the industrial level. According to the method, high-concentration ammonia-nitrogen wastewater is used for providing nutrients for growth for nitrosobacteria and denitrifying bacteria, growth of the nitrosobacteria and the denitrifying bacteria is accelerated, microalgae is added, the particle structurein the aerobic activated sludge is reinforced, and disintegration caused by the influence of the high-concentration ammonia-nitrogen load of the high-concentration ammonia-nitrogen wastewater is prevented.
