For the first time, the SPTO translates and publishes the OECD Patent Statistics Manual in Spanish.

This work, put together by the Secretary's Office of the Organization for Economic Cooperation and Development (OECD), along with the National Experts on Science and Technology Indicators work group (NESTI), offers users and patent statistics producers some basic guidelines for compiling and analyzing these types of data.

The Patent Manual forms part of the group of OECD manuals for arbitrating scientific and technical activities, along with the Frascati Manual (R+D), the Oslo Manual (innovation), and the Canberra Manual (human resources for science and technology).

Its objective is that of specifying when it's suitable to use patent statistics, and how they should be measured for obtaining the maximum amount of information on activities pertaining to science and technology, while at the same time reducing “interference” and partiality to a minimum.

Patents offer a very complete view of innovation procedures and results, and when combined with other types of data, they provide support for analyzing its other dimensions, the role intellectual property plays in economic growth, business capacity and following up on links within the Science and Technology system.

However, indicators based on patents suffer various weaknesses, and therefore they have to be carefully designed and interpreted; and that's one more function of this work.

This is the first time that the manual is published in Spanish, and it's the result collaboration between experts from the SPTO and the Spanish National Research Council (CSIC). It can be downloaded at no charge in PDF format by visiting the SPTO webpage.
