Leopoldo Belda Soriano, the Head of the Patents Area (General Mechanics and Construction) of the OEPM, has been elected as Chairman of the Standing Committee on the Law of Patents of the WIPO

Leopoldo Belda Soriano, Head of the Patents Area (General Mechanics and Construction) of the Spanish Patent and Trademark Office, O.A. (OEPM) has been elected Chairman of the Standing Committee on the Law of Patents of the World Intellectual Property Organization (WIPO) at the thirty-second session of the Committee, held in Geneva from December 7 to 10, 2020.

Leopoldo Belda has been a member of the MINCOTUR OOAA, Higher Graduate Scale, for 23 years. He has been responsible for the examination of patents in the field of General Mechanics and Construction at the OEPM for 13 years. He was previously a patent examiner for around 10 years. Leopoldo Belda has extensive experience in patent examination and patent law, as well as in writing articles and blog posts aimed at disseminating patent knowledge. He also accumulates extensive international experience as a Delegate of Spain in various patent law committees (WIPO, EPO, Group B +).

The election of the representative of the OEPM is a great diplomatic success for Spain. This is the first time that a Spanish official has held the position of Chairman of one of the most important WIPO Committees, the Standing Committee on the Law of Patents. This success, the result of months of negotiations and agreements at the regional and international level by the OEPM, joins the election of José Antonio Gil Celedonio, Director of the OEPM, for Vice-Presidency of the Program and Budget Committee. Both posts significantly improve the Spanish presence within WIPO.

The consequences of this milestone for Spain are obvious. Spanish Industrial Property policy, aligned with that of the European Union, will be directed towards the most relevant points at the present time. Proof of this is the Committee's agenda, focused on challenges such as exceptions and limitations to patent rights, the quality of patents and opposition procedures. Also, at a time like the current one, marked by the COVID 19 pandemic, topics such as Patents and Health, patent licenses in the field of health technologies, the accessibility of databases on the situation of patents related to medicines and vaccines , the transfer of technology and related tools such as the sufficiency of the description, use of Artificial Intelligence and others highlight the importance of this new international stage for Spain.
